In 2003, the European WEEE Directive (2002/96/EC) has as its priority objective the prevention of Waste Electrical and Electronic Equipment (WEEE) and, in addition, their selective collection, reuse, recycling and other forms of recovery of this waste. The objective is to reduce the quantity of waste to be disposed of.
Generally speaking, to the extent that waste production cannot be avoided, it is necessary to reuse it and recycle the materials or recover them through their energy potential (incineration).
The European WEEE directive was transposed in France in 2005 by decree. This decree was repealed and then codified in the Environmental Code.

Before purchasing an electric scooter, you should know more about the regulations in place.
Since October 23, 2019, electric scooters are considered land motor vehicles. They must therefore comply with the highway code and comply with current regulations.
1. Maximum speed
Your electric scooter is sold restricted to 25 km/h. You can therefore ride on public roads, in accordance with current law.
2. Age requirements
To drive a personal transportation device (PMD), you must be at least 14 years old.
3. In built-up areas
When traveling, you must ride on the road or on cycle paths provided for this purpose. Using an electric scooter on the sidewalk is prohibited. However, if your town hall allows it, you must ride at a moderate speed (around 6 km/h) so as not to disturb other users. Otherwise, be sure to turn off the engine of your electric scooter and travel on foot.
4. Outside built-up areas
If you have to travel outside built-up areas, it is completely forbidden to travel on the road. You run the risk of endangering your safety as well as that of other road users. It is therefore preferable to only travel on cycle paths or greenways.
5. Insurance
After purchasing an electric scooter, you must take out insurance. Your EDP must be covered by insurance guaranteeing the driver's civil liability (article L-211-1 of the Insurance Code). After your purchase, take the time to choose the insurance best suited to your use. An uninsured electric scooter driver may be liable to a fine of up to €3,750!
6. Using your EDPM
It is strictly forbidden to carry a passenger. On an electric scooter, you must be alone.
7. Headphones and electronic devices
As in a car, earphones, headphones, and hands-free kits are strictly prohibited on electric scooters. Indeed, the use of this equipment cuts off external sound and distracts the user from the outside environment as well as from other users. The user is likely not to hear an approaching car or a horn.
8. Recommended equipment
If you drive at night, or when visibility is poor (fog, etc.), it is mandatory to wear a reflective vest in order to be seen by other road users. A helmet and gloves are not mandatory when on cycle paths or greenways. However, as soon as the driver leaves these places to go onto authorized roads, he/she must wear a helmet. A fall from an electric scooter, even at low speed, is very painful. You can easily hit your head on a rock or the sidewalk.Wear a helmet!
9. Sanctions
Any electric scooter user who does not comply with the regulations may be subject to a penalty.F
- Failure to comply with traffic rules or transporting another passenger: €35 fine.
- Driving with a faulty braking system: €68 fine.
- Driving on the sidewalk without permission: €135 fine.
- Failure to wear a helmet on authorized roads: €135 fine.
- Wearing headphones or devices capable of emitting sound: €135 fine.
- EDP driving at more than 25 km/h: €1,500 fine.
- Failure to comply with mandatory equipment: fine of €11 to €17.
- Dangerous behavior, likely to put your life and the lives of others in danger: up to 1 year in prison and a €15,000 fine.
